    I'm not certainly exactly what you're asking.....

    The colored part of our eye is called the "iris" and the white part of our eye is called the "sclera"

    I'm not certainly what you're referring to as "the down of the eye" maybe the lower eyelid?

    Our iris is always going to be smaller then our sclera... and if you mean what is it called when the iris does not reach the lower lid.... well its not called anything... it's normal depending on the shape and size of your eyes and eyelids your irises may or may not touch your lower eyelid.

    Anyways I'm not certainly if that is what you're asking....
