Use saline or a rewetting solution to aid moisturize the surrounding part of your eye and the contact. The moisture should aid relieve the dry eye and loosen up the lens.

This just happened to me 2 weeks ago in my right eye and now last night in my left eye. I use day & night contacts and I have only had them on a week. So you should normally use drops once a day.

To obtain it out you need to put some drops in your eye to moisturize it and then carefully take out your contacts like normal. Both periods my eye was red for two days and it hurt.. I bought some clear eyes triple action and it seems to help.

The contact could be old, worn out. Happens to me at least every 2-3 months once.

Use a few drops of your wetting solution, wait a few minutes and try again. The solution will break the seal. However, a stuck contact isn't an Infectious Disease, just a nuisance.

The short answer is don't. Get yourself to an eye doctor instantly and let him or her do this for you. You aren't equipped to handle any infection that can eventuate if you were to try this on your own.
